The Russians had different types of these prop driven sleighs during the Great Patriotic War:

They don't look all that complex, but could be highly useful and not TOO hard to build from available goods:

Would a standard air boat work as well or better?

Something I was very curious about myself. Being flat bottomed, I would see no reason why not. However, either method of conveyance is probably quite loud I would imagine! The ski version is probably the faster of the two as well, but the added bonus to the airboat being able to cross water is a great boon.
