Politics Effecting Response to an Outbreak?

As I am sure many of you have seen, the recent surge in Ebola has brought quite a few critical issues to light pertaining to how our government, on just about every level, handles situations. Generally speaking, I assume that they follow a Standard Operating Procedure set fourth by the Center for Disease Control, but I read an article about a nurse whom returned from an afflicted region of West Africa that cause quite a commotion.

This nurse, I don't remember her name and it really isn't important, willfully and of sound mind went to a stricken area with one of the most deadly and virulent diseases to date - an altruistic and venerable act - but upon her return she was placed in a 21 day quarantine. Now, this isn't some random arbitrary number made up by a broke-dick politician, it's actually backed by medical science, at least from my understanding. Regardless, this nurse screamed that the state (New York I think) was violating her 'Human Rights' by making sure that she was, in fact, disease free. As you can imagine, this became extremely politicized and gained high-visibility. She lawyered up, and after a bit was out and about doing her business regardless of what any protocol called for. As far as I know, she never contracted the virus, but it begs the question, what if she had?

Can politically correct horse shit become so absurd that I can jeopardize the safety of the population of a region so flagrantly? I was imagining the situation in terms of a zombie outbreak, 'cause Ebola is basically a few steps short of that (riiiight?) and how it could effect everyone to a degree.

Has anyone else thought of this, or am I just a nutcake over here?

If she went, then she should follow protocol. In fact, anyone returning should be quarantined at a place off shore, a small coastal island.

Quarantine should be enforced no matter what.
She knew the deal going in.
